Title 24 Compliance for Home Additions

Home additions trigger Title 24 in two ways: the new addition follows new-construction standards, and the existing home may trigger "alterations" rules where you touch envelope, lighting, water heating, or HVAC. Getting the scope right matters — over-applying alterations rules wastes money; under-applying causes plan-check rejections.

Addition Title 24 CF1R Service by 9Builders

New Addition Compliance

The addition itself follows new-construction Title 24 standards: insulation, fenestration U-factor and SHGC, mechanical efficiency, water heating.

Existing-Home Alterations

Where construction touches the existing home (re-roofing, new HVAC ducts, replaced water heater), alterations rules apply. We scope this correctly.

Two-Story Addition Analysis

Two-story additions interact with the existing home's thermal envelope at the new floor-to-existing-roof junction. Specific expertise required.

Lighting & Water Heating Triggers

Existing-home alterations to lighting (LED upgrades) or water heating (replacement) trigger their own Title 24 requirements.

Get the Addition Scope Right

A poorly-scoped addition CF1R either over-complies (wasting your client's money on insulation upgrades that aren't required) or under-complies (causing plan-check rejection and project delays). We get the scope right because we do this every week.

Why Choose 9Builders for Addition CF1R

Correct Alterations Scoping

Performance Path Optimization

Performance path lets us trade efficiency between addition and existing-home components. We optimize the trade.

Climate-Zone Specific Strategy

A Bay Area Zone 3 addition has different optimal strategies than a Sacramento Zone 12 addition. We tune by zone.

Addition CF1R FAQs

Almost always. Any addition that creates new conditioned space — even a small bedroom or bathroom — triggers Title 24 for the new construction. The complexity is determining when the existing home triggers alterations rules.
Touching the thermal envelope (re-roofing, replacing windows, adding insulation), replacing HVAC equipment or ductwork, replacing the water heater, or substantially upgrading lighting. Cosmetic work (paint, flooring, cabinets) doesn't trigger Title 24.
Only if you replace them. Existing windows that aren't touched stay grandfathered. If you replace any windows during the addition project, those new windows must meet current Title 24 U-factor and SHGC standards.
Re-roofing is a Title 24 alteration. The roof must meet current insulation requirements (typically R-30 or R-38 depending on climate zone) and may trigger cool roof requirements in some zones. We include this in your CF1R analysis.
2-3 business days for typical single-story additions. 3-4 days for two-story or addition-plus-remodel projects due to additional analysis.
Floor plans showing existing and proposed (including which existing walls are being modified), elevations of the addition, and a brief description of what existing-home work is in scope (re-roofing, HVAC changes, etc.). We can work from PDF plans.

★★★★★

Tommy, Yuna, and their entire team were amazing from start to finish. We hired them for a big project that included foundation work, a structural retrofit, replacing the PGE main service line, and installing a new 200-amp panel. It was a pretty major job, and honestly, we couldn't have asked for a better crew to handle it. Everyone was professional, polite, and knew exactly what they were doing. They showed up on time, cleaned up every day, and were super respectful of our space.

I hired 9Builders to work on my backyard and they did an amazing job. They built a nice structure that looks really great and added so much to my yard. The team was friendly and kept everything clean while they worked. The work was done quick and looked really good. Now they're working on the front of my house to add an extension, and I'm impressed how fast they worked. They finished the foundation in just two days...
