You need one whenever the work adds conditioned floor area or alters an energy system, including windows and skylights, heating and cooling equipment, ductwork, water heating, roof insulation, and permanent lighting.

Usually yes. Window and skylight replacement alters the building envelope, so most Bay Area jurisdictions require a CF1R-ALT even for a small count. The report is short and the prescriptive path normally applies, so the fee sits at the low end of the range. Like-for-like repairs and cosmetic work do not trigger it, but your building department makes the final call.
